深受国际学术界关注的美国---亚洲中东问题高层学术会议于20091016日至17日在风景怡人的美国东部海港城市安纳波利斯(Annapolis)举行。安纳波利斯是一座建于殖民时期的历史名城,也是华盛顿近郊马里兰州(Maryland)的首府。

 

 

会议将马里兰州安纳波利斯城内举世闻名的美国海军学院(U.S. Naval Academy)列为大会的会址,会议由美国亚洲文化学院、上海外国语大学、美国海军学院和美国国会图书馆亚洲馆共同主办。来自美国、亚洲、中东、欧洲和世界二十几个国家的大学、思想库、智库、研究机构、政府、非政府组织、军队和资深外交官应邀出席。

 

 

20091016日晚,美国亚洲文化学院、美国海军学院、美国国会图书馆和美国国家民俗中心联合邀请了来自中国上海音乐学院的中国著名女高音歌唱家邱曙苇(Shuwei Qiu)。于当日国际会议开幕日之夜在海军学院雄伟庄严的法国式建筑---海军圣殿剧场与美国海军学院室内乐团共同举办了一场精彩、美妙的独唱音乐会。

 

 

这场音乐会,是美国海军学院和海军学院乐团一百五十七年历史上首次邀请中国艺术家举办音乐会,邱曙苇在音乐会上率先演唱经典的中国艺术歌曲、法国经典歌剧和喜歌剧,而后与美国海军学院艺术家同行共同演绎了美国歌曲—夏日时光。作为共同举办者美国海军学院室内乐团的十五位演奏家为邱曙苇的独唱音乐会伴奏。音乐会的演出吸引了华盛顿--安纳波利斯地区热爱高雅艺术的美国音迷和众多音乐人、海军学院的师生以及出席美国---亚洲中东问题高层学术会议的全体专家学者、外交使团和各国使团文化官员,著名的华盛顿时报亦刊登了音乐会的通讯报道。音乐会由美国海军学院乐团第28任指挥、美国海军著名指挥家Brian O. Walden指挥。

 

 

上海音乐学院声乐系教师邱曙苇作为中国著名的艺术歌曲歌唱家,曾留学巴黎五年。近年来她在世界各地举办了数十场音乐会,携手世界著名的音乐大师合作,在上海、北京、武汉、广州、南京、大连、巴黎、华盛顿、纽约,在美国国会图书馆、世界银行、哥伦比亚大学等地演绎了无数经典的辉煌。

我是约翰.威廉姆斯,美国海军学院中东和伊斯兰研究中心的执行负责人。

 

 

 

美国海军学院中东和伊斯兰研究中心不但担负着学术研究的使命,而且还在不断尝试课程创新,提高社会对该地区和伊斯兰文化的认识。同时扮演着中东问题信息、资源中心的角色。今明两天,美国海军学院、美国亚洲文化学院、上海外国语大学和美国国会图书馆亚洲馆正在举办一场跨越国界的亚洲-中东高层学术会议。这次会议旨在为各国中东问题研究者创造一个交流的机会。我们希望通过这次交流,大家能更深刻地认识中东与美国、亚洲其他地区、乃至世界的关系。

 

 

 

这次会议汇集了东西方的学者,其中包括前中国驻伊朗、阿联酋及荷兰大使华黎明先生。同时我们也有幸邀请到了来自澳大利亚、英国、印度、韩国、日本、也门、菲律宾、西班牙、新加坡以及美国等国家的使节和代表。

非常感谢各位。今天能在这里和你们一起开启第二届亚洲-----中东国际高层学术论坛,令我非常高兴。朱威烈先生,我希望你在华盛顿感到备受欢迎,一如我两年前作为论坛的共同主办方出席第一届会议时在上海的感受。

 

我要感谢美国海军学院中东和伊斯兰研究中心主任Brannon Wheeler教授和美国国会图书馆亚洲馆馆长Peter Young博士以及论坛会议的所有承办方和协办方。今天在座的各界人士和你们所代表的国家、大学及研究机构已经体现了和中东关系研究的广度和规模,以及这种关系跨文化、跨机构、跨国界的持久影响。今天在座的除各国大学学者和智库研究人员外,还有外交界、军界、工商界、非营利组织、文化界和新闻界的代表。我也很高兴能与我的同事,本届论坛的美方执行主席安琦.郝博士(Anchi Hoh)一起参加开幕会。

 

三年前在我们建议建立一个东西方学术界研究中东关系的论坛时,我们看到的是许多的困难,我们之间文化的差异、语言的问题和历史的不同。而两年前当我们共同努力在上海开启了第一届论坛时,我们建立起了我们共同的信心。今天我们看到了我们之间有潜力开辟一个更加光明的前景,我们的研究不仅仅服务于我们各自的国家,我们还要通过交流和学习造福于整个世界。我们同样处在全球最大的二个文明体系之列,同在全世界人口最多的国家之列,军队规模在全世界数一数二,而且还是全球最大的两个能源消耗国和碳排放国。出于上述原因及其它多种原因,我们各自的研究重点和政策建议会对全球产生影响。

 

我们认为,通过我们这次论坛更开放更坦诚的讨论和交流,我们不仅能够加强我们的学术关系,促进对中东关系的深入研究,还能够进一步加强必须存在于我们两个伟大文明及其学术界之间的信任与理解,为世界热点地区带来和平与稳定。

 

当然,我们不可能在所有问题上持一致的学术观点和看法。我们有着不同的历史、不同的经历、不同的视野。这正是我们致力于与中国及其他亚洲合作伙伴合作的重要性所在。

 

我这是第二次以美国亚洲文化学院院长身份在亚洲----中东高层学术论坛上发言。我感谢我有这第二次机会对我的同事安琦博士和上海外国语大学中东研究所所长朱威烈教授表示我深深的谢意。我非常珍重你们在过去两年时间内所建立起来的交流协作和论坛建设。我们更密切地并肩工作,我不断从你们的丰富经验和智慧中获益。

Good morning, everyone.  I am very delighted to be here to celebrate with you the opening of the 2nd conference of the Biannual International Forum on Asia-Middle East Studies.  Director Weilie Zhu, I hope you are feeling the warm hospitality, as I did two years ago in Shanghai as one of the key organizers for the 1st conference under this Biannual Forum.

 

I would like to thank Prof. Brannon Wheeler, Director for the Middle East and Islamic Studies Center of the U.S. Naval Academy, Dr. Peter Young, Chief of the Asian Division of the Library of Congress, and all the co-organizers and co-sponsors.  The entire conference participants and the countries, universities, and research institutions that you each represent today have already demonstrated the width and depth of the Middle East Studies and the growing influences of cross-cultural, cross-institutional, and cross-regional dialogues.  Today among the audience, in addition to scholars from universities and think tanks, are representatives from the diplomatic circle, military, business sector, NGOs, cultural organizations, as well as the news media.  I am also very pleased to celebrate this opening here with my colleague, Dr. Anchi Hoh, Co-Chair of this International Forum.

 

Three years ago when we first proposed to establish an international forum on Middle East studies, what we saw were countless difficulties, such as the differences in history and culture as well as the language barriers.  Two years ago when we made joint efforts in holding the first International Forum in Shanghai, we developed mutual trust.  Today we can certainly see the potential to co-build an even brighter future.  Not only that our research serves our own countries, but through scholarly exchange and mutual learning we also serve the global community.  Particularly China and the US, both are among great contemporary civilizations, both among the countries with the largest populations, both have the world’s finest military system, and both play an important role in the world’s energy consumption and coal emission.  Because of all the above-mentioned factors, our research focuses and policy advices can and should create global impacts.

 

Through open discussions, we believe that this conference can help enhancing our global scholarly communications and further strengthen the mutual trust and understanding between the Eastern and Western civilizations and scholarship.  This mutual trust and understanding will no doubt contribute to the peace and stability of the hot spot areas in the world.

 

Of course, it would be unreasonable to expect that we all uphold the same opinions on a particular subject.  Each of us has different and distinct histories, experiences, and perspectives.  It is these differences that further highlight the importance of international collaboration and communications.

 

This is my second time speaking at the International Forum on Asia-Middle East Studies as the President of UACA.  I would like to express my deepest gratitude for the efforts made by my colleague, Dr. Anchi Hoh and Prof. Weilie Zhu, Director for the Middle East Studies Institute at Shanghai International Studies University.  Your dedication in the past two years to the establishment of this Forum is greatly appreciated.  I look forward to continuing our collaboration.

尊敬的论坛美方主席安琦·郝博士

尊敬的各位来宾,各位代表,各位朋友:

 

今天我站在这个讲坛上,首先想表达的是由衷的感谢,感谢斯戴尔博士、安琦博士和美国亚洲文化学院董事会主席赵晓明先生,感谢美国海军学院中东与伊斯兰研究中心主任Brannon Wheeler教授和美国国会图书馆亚洲馆馆长Peter Young博士,感谢为举办本次论坛会议提供慷慨帮助的承办方和协办方的有关人士,没有你们在筹备会议过程中作出的巨大努力,精心安排和鼎力支持,我们就难以奢望能来到曾于20071127成功举办过“中东问题国际会议”的美国海军学院,能够首次与美方合作共同举办亚洲-中东国际高层学术论坛的会议,能够会见在座的美国和各国贵宾,并与美国和来自各国学术机构的杰出代表一起讨论、相互交流。这对我来说,是生平第一次,对中国研究中东问题的学界,也是一次极其宝贵的机遇。对此,我的内心充满感激,同时又感到无比的庆幸。

 

我从事阿拉伯语教学与研究已经40多年,担任中东研究所这一中国教育部人文社会科学重点研究基地的所长也已10年了。我每年都有过这样那样的机会去中东国家访问,却很少有机会与美欧或其他亚洲国家的专家学者交流,因而对今天这样的国际学术聚会一直充满向往。大家知道,中东问题实质上是一个全球治理问题——地区国家绝大多数是伊斯兰国家,中东问题能否获得全面公正的解决,既取决于这些当事国本身,也取决于国际社会的参与;既关系到当今世界最重要的文明体系之一伊斯兰文明体系的发展走向,如在全球化形势下核心价值观的重建和弘扬,社会经济制度的改革和完善等,也取决于西方文明体系和东亚文明与它的互动关系,特别是美国和欧洲国家对伊斯兰世界所采取的战略和政策。因为实事求是地说,中东问题大都是历史遗留问题,而且都关系到美欧国家的全球战略和重大利益。因此,从学术研究的视角看,中东问题既涉及到社会科学,包括政治、经济、法律、军事、安全等各个领域,也与人文科学有着密切的联系,即必须对伊斯兰的宗教、哲学、历史、文化、艺术等有所了解和理解。我们注意到奥巴马总统从入主白宫至今,已经多次表达了他的意向,如“不想同伊斯兰国家打仗”,“在相互尊重和共同利益的基础上,改善与伊斯兰世界的关系”等,这种“相互尊重和共同利益”,显然应该涵盖人文社会科学的各个方面。同样,我们也从以安琦博士为代表的美方合作伙伴为本届会议设计的议题中,看到了中东研究国际研究学界广阔的视野和对议题的准确把握,它们不仅回应了我们的共同关切,而且也有利于深化我们对中东问题的认知,加强相互间的理解。这让我很受鼓舞。因为新世纪的国际体系的转型和国际政治经济秩序的重建,都离不开广大伊斯兰国家的参与和贡献。对待它们,只能是尊重和理解,而不是敌视和对抗。至于对像我这样的中国学者而言,则始终认为相互尊重和理解不但是国际关系民主化的基础,而且也是构建和谐世界的基础,因为只有从相互尊重和理解的立场出发,才能形成平等的关系,进而实现公正、公平,逐步达到和谐的境界。

 

这个金秋10月我们刚举行了隆重而热烈的建国60周年庆典,我作为一名老教师,在节日里想得最多的,是怎样把中国特色的中东研究提高到一个新水平,怎样实现国际化,让中国的研究人员和研究成果走向世界。总体上说,我们的中东研究还远不能与国内的美国研究、欧洲研究等大国和区域研究相提并论。如果说中国研究美国的机构已多达数百家的话,那么,研究中东的机构大约还只是个位数。当我们在评论西方国家的中东政策时,我们也很清楚,国内对中东问题、对伊斯兰文明的了解其实也不多。当我们被问到中国怎样才能在参与中东热点外交的过程中发挥更大作用,中国为什么不能进入解决巴以问题的四方委员会等问题时,我们常感到难以回答,即使能够提出一些建言,恐怕针对性和可行性都还达不到应有要求。正因为此,我们能与美方共同举办今天的研讨会,不但是我们的荣幸,更是我们学习的好机会,我们会认真聆听各位的真知灼见,珍惜与各位同行的切磋交流;我还真诚地希望这样的相互交流、共同探讨今后仍将持续下去。

 

最后,请允许我再一次向以美国亚洲文化学院院长斯戴尔博士、安琦博士为首的美方各合作伙伴,致以最诚挚的感谢,向今天光临会议的各位贵宾和专家学者表示最热烈的欢迎。

Opening Remarks at the 2nd Biannual International Forum

on Asia-Middle East Studies

Respected Dr Mallory Starr, President of US Asian Cultural Academy,

Respected Dr Anchi Hoh, Co-Chair of the Forum,

Distinguished guests and representatives, dear friends,

 

Standing here at the Forum today, I would first of all extend my heartfelt appreciation to Dr Starr, Dr Anchi Hoh, Mr Zhao Xiaoming, Chairmen of UACA Board, Professor Brannon Wheeler, Director of the Middle East and Islamic Studies of US Naval Academy, and Dr Peter Young, Chief of the Asian Division of US Library of Congress as well as those who have been generous sponsors and coordinators of the forum. Without your extraordinary arrangement and great supports, it’s unlikely that we could jointly host this unprecendented International Premier Academic Forum on Asia-Middle East Studies. As we all know, the US Naval Academy successfully hosted “International Symposium on Middle East Issues” on November 27, 2007. Moreover, it’s unlikely for us to meet our distinguished guests from America and other nations here, carrying out discussion and frequent exchanges with experts and scholars from distinguished groups. This is not only the first time to me personally but also a precious opportunity to Chinese academia on Middle East Studies. Hence, I am deeply grateful and privileged.

    I have been engaged in teaching and research on Arabic language for over four decades, and I have been the director of Middle East Studies Institute, the Key Research Institute of Humanities and Social Sciences affiliated to China’s Ministry of Education for over ten years. Actually I always have various opportunities to visit Middle East countries each year. However, it’s quite rare for me to exchange views with American, European, Asian experts and scholars. Hence, I have pinned a high expectation on the current visit. As we all know, the Middle East issues are by nature the issues of global governance. Most of the countries in that region are Islamic nations. The overall and just solution to the Middle East issues is determined not only by those Islamic countries, but also by the participation of international community. These issues are not only related with the developmental trend of Islamic civilization system, one of the most important civilization systems, such as the rebuilding and implementation of their core values within the background of globalization, the reform and improvement of their social and economic system, but also related to the interaction of western civilization system, East Asian civilization and Islamic civilization, particularly the US and European nations’ strategy and policy towards the Islamic world. Objectively speaking, the Middle East issues are mostly historical problems, which are also linked with the strategic and vital interests of the US and Europe. Consequently, from academic perspective, the Middle East issues exist not only in the field of social science, including politics, economics, law, military science and security studies etc., but also in the field of humanistic science, namely, researchers must have an unique understanding of religion, philosophy, history, culture, art etc. We have noticed that the US President Obama has already frequently conveyed his wish that “the US has no will to fight with Islamic countries,” and “the US is willing to improve its relations with the Islamic world on the basis of mutual respect and common interest.” Here “mutual respect and common interest” should cover all fields of humanistic and social sciences. Judging by the agenda of this Forum, we have notice that, out American counterparts, represented by Dr. Anchi Hoh, have a broad vision and accurate understanding of the Middle East and international studies. It not only reflects our common concern, but also helps to deepen our understanding of the Middle East issues and strengthen our mutual understanding. I am here greatly encouraged by what we can accomplish at this conference. What’s more, we cannot go without the participation in and contribution of various Islamic countries in the transformation of international system and rebuilding of international political and economic order. We should only take the attitude of respect and understanding instead of hostility and confrontation. To Chinese scholars like me, we are always convinced that mutual respect and understanding is not only the basis of democratization of international relations, but also the cornerstone of building a harmonious world. By sticking to mutual respect and understanding, we can form equal relations, achieve justice and finally reach the goal of harmony.

    In the golden fall of October, we Chinese have just celebrated with great enthusiasm the 60th anniversary of the founding of PRC. As a senior university professor, what I think most during the celebration is how to push China’s Middle East studies to a new and high level, and how to achieve internationalization so that Chinese researchers and research findings can go global. Generally speaking, China’s Middle East studies are not as advanced as we wish, compared with American, European and other big powers, and relatively backward compared with regional studies in our nation. There are over 100 American studies centers and institutes in China, while its Middle East studies institutes are less than ten. When we make comments on west countries’ Middle East policies, we are clear that China’s domestic understandings of Middle East issues and Islamic civilizations are quite limited. For instance, when we are asked how China could play a more important role in participation in the solution to Middle East hot-spot issues, and why China can’t be the four-party commission member, we find it very hard to answer. Even if we put forward some suggestions, the feasibility might be far from satisfaction. As a result, today we have jointly hosted the symposium together with our American counterparts, which is not only our honor, but also a great learning opportunity for us. We are ready to learn from you, and we treasure the opportunity of exchanges with our colleagues and friends. I sincerely hope this kind of mutual exchanges and common discussion will continue.

In closing, please allow me again to extend my heartfelt appreciation to our American partners represented by Director Brannon, Dr Starr, and Dr Anchi Hoh, and to extend my warm welcome to all distinguished guests, scholars and experts.

Opening Remarks at the 2nd Biannual International Forum

 

on Asia-Middle East Studies

It is my great pleasure to welcome all of you to the conference – Transcending Borders: Asia, Middle East, and the Global Community.  We are very pleased to have this opportunity to co-host this unique conference with the U.S. Naval Academy, Shanghai International Studies University, and the U.S. Asian Cultural Academy, at this very special place.

 

The Library of Congress serves as a gateway to knowledge.  With collections numbering over 142 million items, representing over 470 different languages, and with over 1.6 million on-site visitors each year, the Library sustains the world’s largest and most wide-ranging collection of human knowledge and creativity for the benefit of current and future generations of lawmakers and their constituents.

 

The Library’s Asian collections total over 3 million items that reflect a wide spectrum of Asian culture, art, and contemporary affairs.  They represent one of the most comprehensive collections of Asian language materials in the world and include most subject fields, covering an area ranging from the South Asian subcontinent and Southeast Asia to China, Japan, and Korea.  The Library’s collections serve the goals of intercultural awareness and understanding.  But the Library is more than our comprehensive collections.  It also provides a forum for conferences, lectures, symposia, concert performances, and programs of interest to Congress and the American people.

 

Today’s conference is indeed unique and one of a kind.  Asian countries play an increasingly significant role in the region of Middle East and in the relationship between the U.S. and the Middle East.  In these upcoming two days, we look forward to the presentations and panel discussions by academics, diplomats, policy analysts, and subject experts from around the world to investigate the quietly developing economic, political, and cultural interaction between the countries of the Middle East and Asia.

October 16-17, 2009, Annapolis, Maryland, U.S.A.

 

While the United States was deeply involved in negotiating peace between Israel and the Palestinians and fighting terrorism in Iraq and Afghanistan, countries in East Asia and Southeast Asia have been quietly developing frequent economic, political, and cultural interaction with the Middle East.  Countries such as China and Japan pay close attention to the Middle East because of their strong ties to the region. Indeed their roles in the Middle East have become so prominent that they should be acknowledged and closely observed.  The “Transcending Borders: Asia, Middle East, and the Global Community” conference, hosted by the U.S. Naval Academy’s Center for Middle East and Islamic Studies, U.S. Asian Cultural Academy, the Shanghai International Studies University, and the Library of Congress Asian Division, aims to provide a platform for western and Asian scholars to converge and exchange views on major issues concerning the Middle East and its relationship with Asia, the U.S., and the rest of the world.

 

The 2009 Biannual International Forum on Asia-Middle East Studies has invited scholars with strong interest and specializations in Asia-Middle East relations to present their papers on the following subjects:

-          Social/cultural perspectives

据悉,第二届中美暨亚洲中东问题学术会议由美国亚洲文化学院、上海外国语大学共同主办,美国海军学院和美国国会图书馆亚洲馆负责承办。会议设立在美国海军学院主会场的是学院中东和伊斯兰研究中心。会议将安排来自中美两国以及来自亚洲、中东和世界各国大学、智库、研究机构、政府、非政府组织、军队和资深外交官发表演讲。此外,中美两国在该领域的重要学者也被邀请到会致辞。

 

据负责第二届中美暨亚洲中东问题学术会议的美方大会主席美国亚洲文化学院教授安琦·(Anchi Hoh)博士介绍,20071126日至28日举世瞩目的安纳波利斯中东和平国际会议就在美国海军学院举行,美国总统布什、联合国秘书长潘基文(Ban Ki-moon)、以色列总理奥尔默特(Olmert)、巴勒斯坦权力机构主席阿巴斯(Abbas)、中国外交部长杨洁篪等全球政治和外交领袖齐聚一堂,中国在大会上提出了推动中东和平进程的五点政治主张。而此次第二届中美暨亚洲中东问题学术会议则是继2007112日在上海外国语大学召开的第一届中美中东问题学术会议后首次在美国举办的专业学术会议,大会的宗旨是开展中美暨亚洲同行学者间的广泛和深入的交流合作,这种交流完全不同于政治和外交方面的谈判和协调。大会共同主办方中方主席、上海外国语大学中东研究所所长、著名中东问题专家朱威烈教授将率领中国学者代表团与会。会后还将举行一个媒体见面会。

背景资料

 

安纳波利斯位于华盛顿以东大约50公里处,丰富悠久的历史可追溯到殖民时代,它于1694被指定为马里兰殖民区(Maryland Colony)的首府。安纳波利斯的州议会大厦曾被烧毁,后又得到重建,是美国最古老的一座一直为议会所在地的州府大楼。1783年到1784年,大陆会议(Continental Congress)在安纳波利斯的州议会大厦举行,正式批准了宣告美国独立战争(American Revolutionary War)结束的《巴黎条约》(Treaty of Paris)。安纳波利斯成为美国第一个和平时期的首都,为时虽短,但历史意义重大。

Roundtable # 1

Ermin Sinanovic (Assistant Professor)

Ermin Sinanovic is an assistant professor in the Department of Political Science at USNA. His doctoral dissertation examined the role of religious ideas in contemporary Islamic revival in Malaysia.

Professor Sinanovic obtained a BA in Islamic Studies, and a BA in Political Science, both from the International Islamic University Malaysia. He then received an MA in Islamic Civilization from the International Institute of Islamic Thought and Civilization (ISTAC) in Kuala Lumpur, where he wrote a Masters thesis on the majority principle in Islamic legal and political thought. He obtained an MA in Political Science from the Maxwell School of Syracuse University, where he also pursued a doctoral degree in political science.

Professor Sinanovic’s academic interests include transnational Islamic revivalism and movements, Southeast Asian and Middle Eastern politics, Islamic political thought, Islam and development, transitions to democracy, and Islamic law. His work has been published in International Studies Review, Islam and Muslim-Christian Relations, the American Journal of Islamic Social Sciences, Intellectual Discourse, and in several edited volumes.

Stephen D. Wrage (Professor)

Dr. Wrage earned his B.A. in Classics at Amherst College.  On graduating he went to Athens for two years where he taught in a Greek school and served as assistant to the president.  Returning to the U.S. he taught at St. Albans School in Washington, worked at the Brookings Institution for Dr. Helmut Sonnefeldt and attended the Johns Hopkins School of Advanced International Studies.  He served as assistant dean of the School of Foreign Service at Georgetown University and wrote his dissertation -- a study of human rights in American foreign policy -- at Johns Hopkins under the direction of Dr. Robert Osgood.  He has published scholarly articles and books on a variety of topics in ethics and American foreign policy and is the author of a number of widely used case studies of actual ethical quandaries experienced by officers in the American military.  In 1995 he spent a Fulbright year in Singapore and has written about that severely controlled society for the Washington Post, the Los Angeles Times, the Asian Wall Street Journal, and the Atlantic Monthly.  In 2004 he published Immaculate Warfare, a study of the ethical, practical and command issues raised by precision guided munitions.  He is an open-ocean sailor and brews his own beer.
